Dish "Essential Service" Package?

I was zapping around the Dish Network web site this afternoon when I saw something that caught my eye. I don't know how long its been there but in the package info for the channels there is an "Essential Service" and a "Latino Essential Service" listed as a package for a few key channels. I can find nothing else about these packages on the Dish Web site. Does anyone have any ideas as to what this package is, what it costs and what channels are in it?

After surfing the web site extensively (but by no means all the channels listed), I could find the following:

I wish there was a way to find it in the pack id

But I don't get the number scheming
 
Could this be something cheap that E* might offer subs who own all their own equipment that are on the verge of canceling perhaps? Or perhaps for Someone that is only canceling because of a job lay off or some other temporary financial setbacks that the retention people can use to keep a otherwise good customer? I too am curious about this. :)

The numbering on the links is strictly for the channels themselves. On the newer the channel, the higher the number.

That is as good a guess as any I can think of. I find it interesting there is no other mention of this on the Dish web site. I even checked the commercial packages to see if it was a mistake cross-over, but it isn't.

Could this be a commerical package or perhaps a commercial private pack?
 
Maybe it will be an alternative cheap package for those that do not want the Family Package or one in between Family Pack and AT60 or one cheaper than the Family Pack if they plan on luring cable customers to Dish with a cheap package or do away with the $5.00 access fee and make people get this minimal package to order any other channels ala carte. Who knows there are many possibilities here. It does look like a lot of those channels are owned by the same company though so maybe a deal was struck.

I considered this. However this is not listed in the Dish Commercial we site either as I mentioned a few posts ago. The other reason I don't think it is a commercial pack is because the commercial packages and public packages are well separated between the Dish public and business web sites.

I dare not call a CSR to find out about this because I am looking for the CORRECT answer. :)

It sure is an interesting list.

An "Essential Service" package that includes the Cartoon Network, MTV2, and two shopping channels?

It is hard to look at the list and try to determine the target market ... except for it being a commercial service to places like barber shops.
