Discontent with out of state DMA

Dish is on the verge of being allowed to do significantly viewed stations again. They lost the right because they were selling stations to people not legally allowed to receive them and got sued by the major broadcasters (actually that is not the true story - Dish reached agreements with most but not all broadcasters but a provision of the law caused them to lose the right to offer distant signals). The question of whether they will add significantly viewed once they can is an interesting one.

Someone please clue me in here-do the service providers, i.e., Dish and Direct, pay these local stations for their signal, or do the stations pay them to carry their signal, or neither?

I once thought maybe Dish would not provide us with Alabama locals because they might cost more to carry than Mississippi stations.

Dish pays to carry most stations. A station can make itself available for free under must carry, but these are these are mostly full powered religious, shopping. etc., stations rather than major networks.
 
Dish has to pay the stations (or a copyright fund) a set amount defined by law to carry an out of market station whether its Significantly viewed or not. This is another reason why the satellite carriers are reluctant to do so,

Congress JUST passed the new extension on the SHVIA. It specifically lifts the ban on Dish for the purposes of Significantly viewed channels, not national networks (at least that's the way I read it). It needs to be signed into law and takes effect three months ago! (retroactive).

HD distants can only be carried ONLY if Dish already carries HD local of the same network. PBS HD MUST be carried where available if other HD channels are carried in the same market eventually. Any new HD markets MUST include PBS HD if available.

We had the same situation. I live in PA, but border NY, so we got NY locals. It was fine, but all of the news really didn't pertain to us. I just "moved" and it went perfect. I am happy to have my local news every night. :)

Well, that's what I figured to start with. Otherwise, they would have provided the "significantly viewed" stations out of hand.

Yeah, I'm sitting here contemplating it along with the bottom of my wineglass, which is becoming disturbingly exposed.

Does that mean that if our local PBS broadcasts OTA in HD Dish will now carry it in HD?
