The "moving" thing is illegal I think. But if you don't have locals on satellite, you can buy an DirecTV AM21 tuner and pick up over the air locals on your reciever. If you don't have a 'decent' signal from your local TV station, you'll have to apply for a waiver to get the distant network feeds of ABC, CBS, Fox, and NBC from New York City and Los Angeles in SD plus CW from Washington, DC and San Diego, and PBS only in SD. Plus HD distant network feeds only from NYC because you're in the Eastern Time Zone. Odds are getting the waivers approved by the stations are zero. Until they provide local-into-local coverage in your area, they have NO choice but to turn off the distant network feeds. I think is a SHVERA thing. You can blame your congressman/congresswoman and the NAB for this issue.
