Directtv Question from a Dish sub

I am a Dish sub as of right now. I have loyalty to HD. My question is is all the Hd on Direct in mpeg 2 except locals? If yes can i buy some HD DVR's new and used and get them activated?

Yes, and yes. But D* will no doubt start adding national HD channels in MPEG4 sooner or later.
