DirectTV everywhere on iOS question

I see that DirectTV is promoting DirectTV everywhere saying "With DIRECTV, you can watch the same movies and shows anywhere—on your TV, computer, tablet, or cell phone." but I cannot figure out how to watch anything on my iPad or iPhone. I click on the various links and they talk about watching on tablets and cell phones but I cannot find instructions on how to actually do it. Can you help? I do have the DirectTV app, which seems to only allow programing your receiver and the DirectTV Nomad app which says you can watch from DirectTV content but seems that you need an extra piece of hardware that you have to pay for that I do not have. Is this what they mean by DirectTV everywhere?

Only streams from the iPad now from your own network. Updates are supposedly coming to view from outside your network and from the iPhone.
The commercial came out way too early. I've been seeing it for about a month now.
