While today's digital cable is set up to display programming on analog sets, does that mean that it is not considered digital television? If you have a digital set and receive digital cable or DBS, are you then classified as someone who gets digital television?

No the over the air Digital signal is not the same as DISH, DIRECTV, or DIGITAL CABLE. They are all propriatary signals that cannot be tuned by the ATSC Digital tuner in Todays HDTV sets.
Unless you have a digital television HD, the answer is no.
Basically the signals you receive (except HD ) are analog, (this includes digital cable and satellite), the method of transmission from the source to you is in a digital format, once the signals get to your STB they are converted back to analog.
The key phrase is DIGITAL TRANSMISSION not the content.

That's a touchy subject around Washington DC right now. The plan proposed by Ken Ferree of the FCC would make that a true statement. Here is a news item from last month's tvweek that explains the proposal. It's just one idea among many for bringing the digital transition to a conclusion sometime in the near future.
