Defective Dish 811 Receivers?

I had a chance to talk with some E* engineers not too long ago and found out that every returned receiver comes back with some sort of code depicting the problem. The do about a 3 hour operations test for just the hardware unless the code is specific to "signal", then some extra tests are done. Unless the return code is "software" they don't test for it. A receiver is given three chances before decomission. So a receiver with software or non-volitile memory problems might get back in the field twice before it's removed.

The engineers also seemed fairly reluctant to admit any mistakes in design (weak uhf remote receiver, crap agile modulator) and while they didn't refuse to redesign, I got the impression it wasn't going to happen.
