Dealing with a person on craigslist

After talking to the county district attorney and the police dept in Montgomery County and the city of Splendora, TX, I was told I would have to take him to small claims court. Him being in TX and me being in WA state, small chance. Basically I am out $230 and not much I can do about it.
This guy goes by the name of Joe Warren with an email address of tnsuperman22@yahoo.com. His phone number is 281-883-2236.
