Get the meter - It helps two ways:
1. Tells you when you are receiving a signal
2. Tells you if you are getting power through the coax cable
The meter I have has a little light in it that will backlight the meter when hooked up. One of my cables had the center wire too short and was not making a connection when hooked up. Swapped out the cable and got the backlight and soon found the sats as well.
You will have to move VERY VERY slowly right to left and back again in the area of the correct azimuth, then if nothing, change your elevation a bit and try again with the azimuth. 119 can be very picky.
You don't have any trees or branches anywhere near the direction the dish is pointing do you?
