I'm no cinder block expert, but I can ask a few pertinent questions:
- what size dish?
- it the dish motorized or fixed?
- are you using the support struts to stabilize the mast?
 
Thanks for replying Anole. It is a 30" dish with a motorized mount. The block wall is a chimney. When I bought my house it came with a smaller, pay per month, chimney mounted dish (DirecTV). I've never used it and would like to replace it with the FTA system I just bought. I'm also wondering if I need to install new wiring or can I use the cable connecting the current dish. I'm not sure what you mean by "support struts." The mast is attached to something called a "mounting foot."
 
You should be able to use the existing RG6 cable that would have connected the DTV dish to the DTV receiver.
Probably best to post pictures of what you mean for mounting. Chances are you could put your motorized dish on the DTV mount, but it may be a little flimsy without reinforcing it...
 
It could depend on the wall and how well it's constructed.

Expansion anchors could pull out over time if the wall is poor quality, or if the anchor is improperly installed.

I'd use togglers if in doubt. You can add oversized washers front and back to help distribute the forces on the wall.
