I'm in a situation where I need more than 8 LNBFs connected to my receiver(s). I have sketched out two diagrams based on the equipment available to me. A 4-port 1.0 with multiple 8-port 1.1 behind it, and an 8-port 1.1 with multiple 4-port 1.0 behind it.

The receiver allows me to specify for each satellite both 1.0 and 1.1 (and positioning) so which order takes precedence, and which of the two will work better?

Both setups will work fine.
Provided that your receiver can give sequence repeats, and/or change (set) the order of commands. And your switches have a 'normal' start-up time.

If you need to go back to old-fashioned default setup, that would be receiver - diseqc 1.1 - diseqc 1.0 - LNBs. That is the order that the old receivers used.
