Can't get DISH 1000 unless I order locals? Why not?

I ordered the 622 upgrade from my 942 and the first CSR included the Dish 1000 in my upgrade, as I understood it should be with the $299 plus rebate.

I called back today to take the locals off, as I realized they are not in HD and don't want to pay for them until they are in HD (I have some in OTA).

I was told, then, that I would not be able to get DISH 1000 and would have to pay for it later, when I DID order my locals?

This I don't understand!
 
What city do you live in? If you live in the Atlanta, GA market, the new MPEG4 HD channels are also on 61.5 which you may already have a dish for and therefore don't need a new Dish1000. In Atlanta, you'll only need a Dish1000 for the HD locals. So it depends on where you live. And if you don't understand it, ask for another CSR!
 
No, I live in South Dakota. But, in the future, when my locals go HD and I pick them up, I thought I would need the 1000 for the 129 satellite???
 
Well, right now there are two Dish 500's --one pointed at 110/119, etc and the other to 61.5, so what would need to be done to the Dish 500 pointed at 110/119 to get it to pull in 129? Would the installer do that to enable it to get 129?
 
Or you could let them complete the work order then cancel the locals. Dish can't make changes to your programing while you have an open work on your account.
