It was the power inverter to DPP 44. First replaced the LNB at 61.5. Did switch test and still no 61.5 only 110 119 129. Changed power inverter and did switch test. Now I have all four. Amazing.
Heh, I thought 129,110,119,61.5 are all DBS Satellites and Port 4 on the DPP 44 was for FSS LNB's only. What ever happened to the 61.5 programming being avail on the 129 Satellite anyways?

The port 4 bit has to do with using Legacy receivers that can only see 3 birds, and can not see the FSS one, so FSS goes on port 4. It's old and rare - don't worry about it.
As for bird order, someone already said: 119, 110, wing, FSS. That is correct.
DPP-Twin with DPP44 should be OK - it's DPP-Twin with DP34 that's trouble.
When using a Twin to grab a wing like 61.5, always cover the 110 eye to ensure you've got the right eye on the bird - when the Twin gets hooked to the switch, it's going to use the 119 eye.
