Can you still get locals with no other package?

With Dish can you still do the thing where you just get locals or a premium package or something like that with no other package? I know you used to could as long as you paid a fee. I think it was $10 but I'm not sure. Can you still do it and how much is it?

Try to find out for one of my mothers friends who doesn't have a lot of extra money so wants the cheapest thing she can get. She really wants to just use a OTA antenna but for some reason she can't get them to pick up the new digital channels where she is. She is 18 miles or so from the stations but lives in a basement apartment. Cable isn't offered here but we aren't sure why. The Comcast office is probably 4-500 yards from the place. We are thinking it's just because of the apartment type building. Well, a house with multiple apartments in it. You can get cable at all the places around her.

"Locals Only" is still available for $9.99 (or Locals plus "Welcome Pack" for $14.99). However in order for you to get this you need to all ready have a receiver and dish installed. I set this up for 2 of my neighbors using 2 legacy Dish receivers and dishes. If you have any older receivers kicking around it is a good way to recycle them. If not, you can buy them on Ebay pretty cheap.

I read on other forums on here that the Welcome Pack was only available for an x amount of months to you after you get it.
