Get the smart card number (SID) and receiver ID (RID), call Dish and ask them. Never buy a receiver before verifying those 2 pieces of information.

Called Dish and no money owed on this receiver. Now I find out it has no Smart Card ? This must of been a replacement for someone, where do I get a Smart Card ? How much do they cost ?

Dish will have to send you one. I believe they are $20

If the smart card is built in, then the seller should be able to give you that number. I believe it's listed on the same sticker with the RID

Perfect there is a card number on sticker that starts with S and one with R.
