can you have just broadcast basic (your locals only) and get HD feeds or do you have to sign up for a higher package (family/io)? do you need a HD box or can you use a cablecard?
 
Depends on provider, but with charter, I had lifeline cable( basic of the basic) and was able to use my QAM tuner to get the HD locals

You get HD feeds of the local networks with broadcast basic. (CBS, NBC, FOX, ABC, MY, CW AND PBS) If your TV has a QAM tuner you won't need a box or cablecard as they are unencrypted.
 
if using the QAM tuner would the channels come in the 700's or would they come as there regular listing?
 
Cv has been remapping the HD locals. They now come in as 2.1, 4.1 etc.

Actually, it depends on the brand of QAM tuner you're using... ;)

For example, in my area, several Sony TV's I've done do NOT remap the locals to their OTA numbering, but instead leave them on the actual cable frequencies.
But on a couple Sharp TV that I hooked up for clients, the TV DID remap most (but NOT all) of the OTA HD's to their OTA numbers.

ALL of these sets I've done are on the same cable headend, so it has nothing to do with different cable systems.
