blackbars on local football

On the sunday ticket channels, I see the fox games fine. But on my local channel fox 5 dc wttg, I see black bars across the top and sides. Is this a problem with fox, the local fox channel, or directv?

Sounds like "window boxing" from the local affiliate. you should call them
