Who do you consider the biggest sports team underachievers, regardless of different eras?

Here are my choices:

Detroit Pistons- 2002-2008

Atlanta Braves- 1990s

Michigan football- 1970s

And my personal favorite...

Washington Capitals- 1983-1996: Hockey's answer to Susan Lucci

Man , your tough, the Pistons won it all in 2004 and they STILL made your list 2002-2008.

Easily, the "Big Red Machine" of the 1970s. Lost a WS they should have won in 1970, colapsed to finish under .500 in 71, lost another WS they should have won in 72, lost a playoff series they should have won in 73, finished 2nd to a bad Dodger team in 74, then almost blew another WS they should have won easily in 75, then came 76, then finished 2nd in 77 and 78, before closing out the decade with a final playoff loss (making the playoffs with less win than either of the two previous years) in 79. Then went .549 in 80, the were cheated out of it in 81, and then going .377 in 82. In total 2 World's Championships when they should have had at least four.

Another is the 1980s Cardinals. Won in 82, under .500 in 83, even in 84, before losing a 4-3 WS in 85, under .500 in 86, then losing another 4-3 World Series in 87, then back under .500 in 88. Two games from winning three WS in seven years, with sub-par performances in every other year.
