Maybe the pentagon bought it to move it to a geo orbit and then sell it for a profit. Not really like the Pentagon to make money but it's possible.

I read somewhere that the plan involved leaving it with around 10 deg. inclination to save fuel, as the feds can afford things like fancy tracking dishes. I don't think the feds can resell it for a profit due to the Commercial Space Act.
