I would like to know how they can feed E* AND D* over one network.

Actually it's very simple. You run RG-6 to every outlet in the building from a central location. From that central location, you can connect the cable run to either a Directv Switch, Dish Switch, or even a Cable TV Splitter. The tenant would just tell the manager which service they were subscribing to.
