Adding Locals Pack to International Basic

It's been a while since I've been on here or made any changes to my Dish lineup.

I used to have the Flex Pack and could add and remove Packs such as Locals, Variety, etc. at will and only get charged for the pro-rated days I used them, which bypassed the $5 change fee.

I assume if I add the Locals Pack for one day while on International Basic I will get charged the $5 change fee when I remove it in addition to the prorated package price?
