adding a dish for 129

a friend has a 311 receiver and a dish 500 for 110 and 119.the locals are on 129.can he use a old direct tv or dishnet single lnb dish to lock on 129 ? what switch would he need?

If he has a DPP LNBF then yes he can use another dish to point at the 129. If he does not have a DPP LNBF then you will need a switch, ie a DP34 to connect a second dish for 129.
