I get the point (and remember the law, myself, now) that only those who cannot receive local broadcast OTA would have a shot at a waiver. However, the broadcaster holds all the cards and deny anybody, even if in an area where they can't get OTA, forcing the applicant to prove its case at his expense. Thanks to all.
Have you actually tried to see if you qualify for AAD distants?Again,there rules aren't as hardcore as Dish's.If you haven't check and see.It may also be easier to get a waiver thru AAD.
