Its not a local.Its a Pax Station which is really ION (or ION West) mapped down to the local range

Tp 19 is being cleared, and changed from QPSK to 8PSK. I'd say they're making room for more HD.

EDIT: It's back to QPSK in the 4:19 report with some SD channels being moved to it. Nice theory while it lasted.
