Actually Facebook had a huge number of complaints.
I was tremendously surprised .
95% of the wall posts were complaints about that channel.
It was crazy.

Since it is rumored that INSP pays to be on DISH, I would guess that it was INSP that blinked.

My guess is that Charlie got his check and hit the button to turn it back on and all is right in the world again.

They can't even agree if it is a short-term extension or a multi-year contract. This could be trouble.
