I did not know they were in all those markets--------like DC. Actually I see a few cities that do not have Cox stations. There must be something else in play.

Any word of a dispute with NBC(I don't think that), Tegna(also unlikely), Fox, Sinclair, Tribune, Daystar or ION? Several other stations here but they are public, or likely must carry. Like others I get tired of these disputes but not much I can do about them.

Since, as I understand it, these network stations are FCC mandated "must carry" stations, what happens it no agreement can be arrived at and the stations are blacked out for a lengthy period of time?
It would seem that if the FCC mandates network stations are "must carry " stations, they should also set the compensation paid by the re-transmitters.
While I'm at it, since the re-transmitters extend the stations audience and revenue by increasing advertiser penetration, it would make better sense that the stations pay the re-transmitters to carry their signals, but it's backwards.

Your understanding is wrong. The FCC gives the stations the opportunity to label themselves "must carry" but then the stations cannot demand retransmission fees. These stations want fees, so none have taken on the must carry designation.

normally the channel number listed is one off of the ACTUAL channel being in dispute (if possible
It says 28 but there is no 27 or 29 PSIP station in DC so its confusing

Well, two channels are listed for Charlotte, and Cox owns two channels here, WSOC (Ch 9 - ABC) and WAXN (Ch 64 - Ind). I don't think Media General owns anything in Charlotte
