Not quite

This one is a sad case of a very cheap CBS affiliate that has been broadcasting for 4 years in digital on a low-power station transmitter (the opposite direction from their main transmitter). This signal has never been HD. The channel was getting ready to transition to digital on the main transmitter on Feb. 17th. The rumor was that they actually were going to broadcast in HD, but never confirmed.

Since the delay, it is assumed they will go to digital in June and hopefully HD. The 5251 placeholder was put up before congress switched its mind and has now been taken away.

Kinda hard to give an HD channel when there is no HD eh? But then of course the customers would be complaining to Dish that the shows were not in HD, so that's probably why they took it down.

With almost no one pointing to 129 in Corpus nothing gained means nothing lost. Even if they were HD

I bet new installs since Ciel-2 lit up are 110/119/129 installs. Swing your 61.5 dish over to 129.
