Not exactly - KCSM has not been PBS for a couple of years - much like KCET in Los Angeles and probably for the same financial reasons.

While you are technically correct, it is not affiliated with PBS, it is still a Public television station. Their programming has a good deal of what is shown on PBS stations.
it will add HD for a few cool shows like "Rick Steves Europe" and other OPB and APB distributed shows.
