That WPMI is broadcasting two HD networks on the bandwidth allocated for one HD channel and a couple of SD channels.

Quite a few stations are doing the double HD on one ATSC. They usually downrez the 1080 to 720 then throw it in a statmux. Looks like crap but better than SD.

Your complaint makes no sense in this case. WPMI is DT47 and WJTC is DT45. WPMI has the main (sometimes HD) feed and NBC Weather Plus. WJTC has just the main feed.

Of course it's legal, as long as they're licensed for the frequency and it doesn't fall under the obscenity rules
