What are the guaranteed new channels coming with the new satellite up... Are there any new ones set in stone or is it all speculation?

Nothing is ever guaranteed until you see it turned on. The biggest 3 in play, speculation wise, would be ESPN2-HD, ESPN-U, and TNT-HD.

those 12 announced locals in HD are pretty much guaranteed, though they always have the disclaimer (programming subject to change without notice)
