Why does this website most of the time come up in text only form. Sometimes I get the website to render correctly, but 9 times out of 10 it comes up as text only.

Sounds like something stuck in your cache. Clear your cache and you should be fine.

No, I've seen the same thing happen sporadically on other websites as well. The page would render as if it is HTML 1.0. It may be a browser resource issue on the client computer. Many times a refresh fixes it.
