Is the hex type 8-digit folder name (ex:2a3d5000) issued once? or does it get to the end of database and use unused folders?

My folder names are the name of the program that's grouped inside of it. That's automatic when more than one show gets recorded. That is, if you have this feature turned on. I have NO idea what you are asking about "Hex names" for folders?
Perhaps you are a Dish installer, and need to be asking this question in the Installer forum, as it might be some installer "secret" thing?
