Rocky- Verizon has 3 levels of connect speeds. the 1x is like a dialup and is what you get mostly when you are roaming other networks. It is about as fast as 14,400 connect dialup. But for e-mail and light surfing it can get you by.
The next level is the EVDO. This ranges from 200K to about 750k at best. Most cell phones and older EVDO laptops use EVDO.
Then we have EVDO (A) This rocks! The best I have gotten is 2.4 Mbps down and 1.2 Mbps upload. The average I get is 1.5 Mbps down. In order to get EVDO (A) you will need Verizon's latest modem. There are two types. The built in one on the Dell computers and now, maybe other brands. This is the mosr robust since it uses an antenna that is as big as the screen size of your laptop. Theu also have a smaller device now that is a USB 2.0 modem that you can connect to any computer. I got one of these but haven't activated it. They sent it to me for renewing my contract. It was free! Next year, I may set it up for my wife on her computer.
As for getting EVDO(A) on a Treo, I doubt that is possible since the Treos were designed before the (A) revision came out. My wife has a Treo 700w and it is still on the older EVDO speed. So is my XV6700.
Are you connecting your phone to the laptop with Blue tooth? I tried this with my XV6700 and was not successful in making it work reliably. I believe Scott was, but I don't recall how he did it. He may have used the active sync cable which I heard is better.
AS for the laptop with EVDO(A)- I will attest to it's reliability. It has been as reliable as my cable modem service anywhere I have traveled including surfing and doing e-mail while on the road. (I only do this when someone else is driving) When I was in the hospital, I racked up quite a few gigs of bandwidth watching sling box TV every evening. I could have 2 security cameras, one with sound, and my sling streaming video all at the same time the EVDO A was so fast.
