Using DVR without a phone line (not a Sat question)

This has nothing to do with having a satellite. I do not have a satellite. I am wondering if a DVR can be used like a VCR in that I can set an internal clock, and record certain periods of time by assigning commands. This is what you do with a normal VCR. I am not interested in signing up for any of the services and basically want a hard drive that will record shows, instead of VHS tapes. I do not want to use a computer though.. Basically I will be missing out on the TV listing updates and features used to record shows of interest by show name. I don't want to pay a monthly fee for this service and just want to purchase the DVR and use it barebones. Therefore, can I use a DVR to record without synchronizing to any updating service via cable updating service or phone line and simply use it like we used VCRs?

I use a Panasonic E85H to record all the time. It gets it's guide listing OTA, no need for a phone line. However, if I record from one of my sat boxes, I have to set a timer on the sat box and a timer on the Panny for the same time period since the boxes cannot control each other. Small inconvenience to pay for time shifting. You will need to purchase a stand alone PVR/DVR, not a sat enabled box, otherwise you will be SOL.
