user_data for closecaption

I'm designing a CloseCaption SW decoder,and I'm facing a problem now.
My CC decoder is conformed with ATSC stardard on user data catching .(picture user data begin with ATSC_identifier ,that is 32bit-0x47413934).
But the picture user data on KUIL on AMC-4 have an unrecognized identifier than ATSC_identifier. It has data format that I don't know.

So , does anybody know what is the user_data orgnization standard of US satellite on earth? Thanks!

Sorry, I don't understand close captioning, but I can tell you that my Fortec NA doesn't pass a lot of captioning that is supposed to be there. Maybe there isn't a standard for this type of satellite transmission?

It does help to have close caption settings correct on your TV, if not you wont get close caption using your FTA receiver.

I had Close Caption ( On ) my Receiver, never saw the text.

Went to menu on my TV and set it to CC , all of a sudden I was getting Close Caption on many channels, of course this works only where available.
