Well if it is offered , Its not offered anywhere under my account at all. And its no where under E* website anymore. I guess call and ask,since they are the ones that privide the service.

You have to ask for them, but YES they are still available. I just called to verify.

I seem to recall you couldn't get your Regional Sports Network with these packages originally. Is that still true?

Actually, it's just the opposite. You couldn't get the RSNs with Absolute HD (the predecessor to the Turbo packages), and you can finally include them with the Turbo package.
