I have no idea which Channel Groups are being removed, but it would seem that Welcome Pack is not one of them. For those Welcome Pack subscribers who may have temporarily lost TLC between these two uplink reports, keep in mind that the same thing happened to Boomerang a few years ago when Dish was making changes to which packages included it.
 
Beginning 2/21, TLC will no longer be included in the Welcome Pack and Hallmark Movies and Mysteries will be added.
 
I have TLC in Flex Pack and I skip right past it in the guide. There just isn't anything for me worth watching anymore. Certainly isn't a "learning" channel anymore.

Prediction: after this change takes place, there will be fewer free previews of Hallmark Movies and Mysteries, and maybe some occasional free previews of TLC.

On a related note, there is another thread commenting about a free preview of Weather Channel, which is already in Welcome Pack. The conspiracy theorist in me now says that Welcome Pack may lose Weather Channel when the free preview ends.

Note that this is right before the free preview. Normally, the start of a preview would show Channel Groups being added, or just a Preview tag added at the end. So something else is going on with Weather Channel, and the timing of this, combined with the TLC announcement, is just too much of a coincidence.
 
Let’s keep in mind that this channel is leaving the Welcome Pack but not the others. Dish is simply replacing it with another channel.
