I tried the Roku 4 also and no DD 5.1 for network VOD. Messed with audio settings selecting DD 5.1 instead of auto detect and didn't matter.
Comparing all the Roku units the Ultra is the only unit with Dolby Audio™ decode via HDMI® and optical. All others have Dolby Audio™ and DTS pass through via HDMI without the decoding. Roku TV also has the decoding.

That actually makes a difference for me: selecting DD 5.1 instead of auto detect in my Ultra's audio settings.
All Rokus should be running version 8 of the Roku software so you shouldn't be seeing any material differences. You might want to do a manual check through the System menu to see if they're both running the same version.
Both my Rokus are on 9.0.0 4084. So it seems the internal decoding of DD on the Ultra would be the more likely difference.
I started watching the new YouTube Original Wayne last night and found it too was in 5.1 on my Ultra. Might have to go back and watch Origin and Impulse again that way. 
I spoke too soon. I flipped my Premiere+ and Ultra (moved to opposite rooms), and now the Ultra (connected to my main living room system) is having the audio sync issues in the Prime Video app (connected to my AVR via HDMI), and changing audio settings doesn't seem to completely fix it, though selecting DD instead of DD+ helps a little. Seems to be a fairly common problem based on numerous threads in the Roku community forums. No sure fixes. Some say rebooting the Roku helps. Another one says to FF then RW. Thankfully my PS4 Prime Video app still works fine.
Yes, it's aggravating. I can fix by going into my Denon AVR and slowing audio down slightly but then everything else is off. Because Youtube TV still isn't compatible with Firetv I've decided to spend some extra and get the streamer Nvidia Shield TV so I'm not switching back and forth between Roku and firetv. My son talked me into it and wants me to play some RPG FF14 online with his group. I could never get into RPG's so doubt I'll go that far.
I don't mind so much going back and forth to use Prime, as 1) I don't actually watch it that much, and 2) my PS4 media remote is also my universal remote, so I'd almost rather use my PS4 anyway for streaming.
My bigger issue now is with YouTube TV. I moved my Roku Ultra to the living room so I can take advantage of my new-found ability to watch VoD content in 5.1 (I'm discovering even VoD movies on FX, like "Wolverine" are 5.1). But since the Roku Ultra is decoding audio internally, when the content isn't 5.1 in the YTTV app, it's sending a 2-channel signal that I can't use my AVR to process a surround field with. I have to switch my Roku Ultra's audio settings to two-channel stereo so I can apply DD ProLogic II settings, which of course affects other apps like Netflix (this wasn't the case with my Premiere+). First-world problems. lol

Also the CW stations live instead of On Demand. At least in the Mobile-Pensacola area.
They added my CBS station (KOIN) this week so now the Portland market has the big four and one of the three RSNs (NBC Sports Net Northwest). Missing in the RSNs is Pac12 and ROOT NW.
We have a really great (programming-wise, not great PQ) PBS (KOPB), so that hurts as comfortably numb laments.

Cool. They added my area and have all 4 locals! I might have to sign up for the free trial some time and see what I think.
According to this article, they've added CBS to all DMAs. I'd be guessing there will be a few ads on Super Sunday.

So instead of waiting for all 4 networks in all markets, they lowered standard to a minimum of 3. (Fox, ABC, NBC, CBS) I think this is a smart move it puts pressure on some of the individual legacy owned local-TV stations to get on board or lose viewers. Many are so sick of paying $100+ cable/satellite bills just for TV when the average person watches only 17 channels according to Nielsen.
