Texas OTA game in EI?

What were the circumstances that allowed the Texas Rangers OTA (Dallas KDFI 27) to be included in the E* EI package tonight?

Normally there aren't OTA games on EI the way there are with the NBA and NHL packages. I see that the game is on an Alt. channel.
Might they be allowed to put it into the EI package because they had to uplink it to the Alt. channel, therefore that makes it available to them?

Isn't this rare?

They sometimes put the Rangers games that are on KDFI on the ALT channels. I like that becuse that is the only way for me to watch them when they are not on Fox Sports Southwest.
