Tailgater with vip211k won't go past "Boot Recovery"

I purchased a Tailgater w/ Vip211k bundle from Amazon. To test it out, I ran the coax and the satellite "cube" out the front door aimed at the southwestern sky, hooked up the receiver to my TV via HDMI, plugged it in and rather than being greeted by the setup screens depicted in the quick start guide, I got a very basic looking (i.e. low-level, sub operating system like if you enter the BIOS setup on your PC before the operating system starts booting up) screen with "Warning 981 Boot Recovery".

This screen told me that it needed to download vital program information and presented what looked like it might be a little progress bar made up of a dozen or so little blue squares. Sometimes the first little square will turn red for a minute, and then go back to blue, but that's all it would do for hours.

After googling around a little and talking to a support person at Dish I decided that the receiver might be defective and I opted to order another one from Amazon and return the one I had. Just got the new bundle today, hooked it up, and had the same exact issue.

So, am I just that unlucky, or am I doing something wrong? I'd like to be armed with some knowledge before I call Dish again. I've never owned a satellite system before, but I am software engineer so technical things aren't completely beyond my grasp. Here's are the assumptions I've been able to reach so far:
1 - The satellite in the "cube" must be powered via the coax that runs out to it, which drives a motor and aims the satellite to pick up signal. In order for that to work, the receiver needs to be able to talk to the satellite unit, which requires that a certain version of the operating system be installed on the receiver.

2 - I've read that some folks have bought these tailgater systems and had to hook up the receivers to their home satellite in order to download the updated operating system software to properly drive the satellite. I *don't* think that is the issue that I'm having. If that were the issue, I'd expect that I'd see some sort of setup screen when powering on the receiver that wouldn't ever complete because it wouldn't ever be able to aim the satellite. I'm not even getting that far, which to me means the receiver itself must just be fried.

3 - There is no way that the receiver will ever actually able to successfully download and perform the "boot recovery" that it needs, because in order to download, it would need a signal, and in order to have a signal, it would need to be able to aim the satellite in the cube, which it can't do because it can't load its operating system. I don't have access to any other Dish satellite systems, so I can't attempt to hook it up and let it recover that way.

4 - Are there any magic words/phrases you can use on the phone with Dish support to get to "escalation" support engineer that actually knows what's going on? Last time I called I felt like I probably knew about as much as the person I was talking to.

Can anyone confirm/deny any of the assumptions I've stated above? Has anyone owned a tailgater and experienced this problem before? Is it possible that I'm doing something to these receivers that is causing this to happen?
 
If you can hook your 211 into your house dish rather than the Tailgater, that might fix the problem for good.
 
I've handled a lot of 211k/Tailgater activations, and this is the first time I've ever heard of a 211k out of the box giving a boot recovery message. That's incredibly rare in general, and even more so for a new receiver. I suspect whoever is selling those 211k receivers has a bad batch.

And what was said about hooking up to a home system is true, it makes activation easier. It is possible to activate a 211k on a tailgater, you'll generally get stuck at step 2 of 5. Then press star pound star, which will go to the point dish screen. Select "check switch", then on the install summary page, select "test", then let that run. After it is done, it will start to do something (say something weird about PPV or start the software download). Shut the receiver off for 5 minutes, then come back and turn it on, it will usually be mostly done with the software update.
 
Thanks for the info. I suspected that having this issue right out of the box indicates some faulty equipment. I think my next step is going to be to contact Dish support and attempt to get a replacement box. I'm assuming these must be covered under some kind of warranty, and since I purchased this in a "Dish branded" bundle I'd hope that they would replace a defective receiver for me. I don't want to return/exchange with Amazon because I'd probably just get yet another bad one.
As for hooking it up to a home receiver, I don't have one (I have cable at home). Unfortunately I don't think I know anyone that has Dish at their house either. If I ended up liking the service with the tailgater I was going to consider getting Dish for the house as well, but so far my Dish experience hasn't been great. If they can help me get a new receiver though I'll definitely be impressed with their service.

After getting a replacement receiver from Dish I was able to activate it using the Tailgater following your instructions. Great info, thanks a ton!
 
Glad it worked out for you. More than likely caused by old software on the 211k, which could've been fixed by hooking it up to an already pointed DISH. Unfortunate that you didn't have access to one.

Ask for tech support if talking to a standard CSR (& it sounds like you were).

The problem is that. Tech calls are also routed to the standard CSRs. The next level up (and only level above it) is advanced tech support. And you can't just ask for them and be transferred. The frontline agent/CSR will have to go through troubleshooting with the customer, and in many of their troubleshooting flows, they will be instructed to transfer the call to advanced tech support. CSR agents, aka frontline, are trained in tech and in other customer support (billing, programming, etc). That said, frontline agents, especially offshore, are often pretty horrible at tech support. (disclaimer...my opinion, nothing official, my personal thoughts, etc, blah, blah, blah)

That said, I know a lot of people here can likely say they managed to push their way past an incompetent CSR to advanced tech support. I'm not saying it hasn't happened, I'm just saying it's not supposed to happen. I do sympathize with you, though.
