sparkles on certain channels

has anyone else found the history channel full of sparkles? what causes this? has anyone else found any other channels with sparkles in them?

I've also seen those sparkles on the History channel, Comedy Central and a few others. I owned a C and Ku Band satellite system for a number of years and I've seen those sparkes produced from poor reception with the dish from an analog feed. My guess is Voom is getting these feeds as an analog feed from either C or Ku Band satellites and they need to improve their ability to receive these transponders from the satellite. - Garbage in - Garbage out.
