Sound on HD Channels

The audio on HD channels is significantly lower than the same SD channels. Flipped receivers around TVs and it is the same for all HD receivers and TVs. Clarity is fine, just have to turn up the volume on HD vs SD.
Is this normal or is my audio reception on HD off for some reason?

This has become a common situation. Many channels have different audio levels. Even between HD shannels.

Thanks jdspencer, that is what I thought, especially since it is common to all TVs and receivers. Appreciate the prompt response.
