Yep that was an announcement this summer at E3. Lots of the headlines I have seen about this have been really misleading because they focus on the $9.99 monthly option. Anyone who is even semi-serious about online gaming will be paying the $49.99 yearly price.
One has to wonder though if Sony will keep up the pace with these games once everyone is basically "forced" into doing it. The free games were a great selling point to get people to upgrade to Plus, but now that it's "required" I hope they don't pull a d*ck move and skimp on the benefits.Not to mention some of the other deals available, such as the $10 PSN credit folks in October received when purchasing through the PSN, and the $30 Black Friday deal at GameStop.
But when you think about it, the free Plus games alone are worth well over $10/month, especially if you game on all 3 platforms (PS3, PS4, Vita). This November you already get Dragon's Dogma with the Dark Arisen expansion (PS3), Resogun (PS4), and Soul Sacrifice (Vita)--just three of the seven games available free this month (though admittedly, this is a particularly good month for Plus if you don't already own the games).

It is a fine line, there's no point buying anything new on the Vita unless you're in love with something because it will be discounted or free within months of release with few exceptions.
