Slow On Demand Speed

I posted this in the Dish Support forum on dish.com, but I figured I would post it here as well. I'm ready to pull my hair out trying to figure out the problem.

We recently switched over to Dish about 2 months ago. Everything has been working great up until about 2 weeks ago. Our download speed for On Demand suddenly dropped to an incredibly slow speed (1 - 3 Mbps) previously we were consistently getting speeds of 12 - 14 Mbps. I've tried just about every trick in the book I can think of to solve the problem (restarting my router, cable modem, restarting the hopper, restarting the access point, and even connecting the Hopper into a hardwired connection). When I call Dish to ask for help, they give me the normal procedure to fix the problem and tell me my broadband connection is the issue. I'm 99% certain this isn't the case because when I test my connection on my desktop, the speed is rated at 25+ mbps. I've even tested streaming movies HD movies to my PC and they run without any issues. With that said, I was almost certain the issue rested with my Hopper. Dish replaced the hopper with a new one, but the issue persists. Could the access point attached to the Hopper be causing the issue? This wasn't replaced. What other things can I try? I'm not sure if this matters, but we have to wireless Joeys also.
 
I have found that the speeds generally read slow at first, but soon ramp up. Are you checking the speeds randomly during the download?

Also, detail your broadband setup. Sounds like you have two routers in the mix.

There is only one router (here is my router TP-LINK TL-WR1043ND). As for my broadband connection, it's a cable modem and Comcast is my provider. The modem is personally owned and not one leased through Comcast.

Last night I started a 1 hour episode of a show at 7:30. By 9 pm it was still only half way finished. During that time I checked the speed and it was going from 50kbps to 2 mbps. When I run the "Test Conneciton" my speed is rated at around 2 - 4 mbps.

The strange thing is my router and modem were all connected prior to getting Dish. Everything was working great. Then in the last two weeks the hopper on demand has come to crawl. My desktop PC, Playstations, etc are all still running like normal.
 
Are you wireless or using ethernet. I have the same setup that you have, Comcast (95 down), my own Zoom modem, a Netgear router. I am hooked up via ethernet from the router to my Hopper and have no issues whatsoever with my On Demand....
 
The only thing I haven't tried is completing resetting my router back to the factory settings or plugging my modem directly into the Hopper box. My gut tells me there is an issue between the router and Hopper, but I haven't changed the settings on either.

The only thing I haven't tried yet is resetting my router to the factory default settings. I'm not sure if this would help because nothing should be changed. Also, I could try directly connecting my Hopper to the cable modem.
 
So, not clear here...have you connected Hopper to router via ethernet cable? And if you did, did you turn off wireless connection in Hopper broadband setup?
 
Have you tried putting the Hopper in a DMZ? I know I can limit the bandwidth each device connected to my router gets, and when I give more to one it automatically takes away from the others.
 
I wonder what your bandwidth cap limit is, cause I know my cap is 100 GBs on my bandwidth cap and you might be throttled hence the slow speeds
