SL3S LNB toast?

I did self install using Direct TV Slimline 3 with SL3S LNB and all was fine until I had to move my receivers and cabling around. I am now 99% convinced that my LNBis fried since I can get no signal and the power inverter has blinking light. Even though the Lnb worked when I got it I noticed it had something loose inside that made clinking sound when I shook it.
Direct TV support person suggests the light will blink if I don't have satellite signal but this makes no sense to me and seems to certainly more indicative of a short or other hardware issue. Can someone confirm that I should have solid green light regardless of signal stength when everything is connected?
I tried putting on an old LNB I had kicking around (18LNBR0-02)) and the pwer inserter light went solid, which seems to confirm my notion that the SL3S LNB is fried?

- HR24/100
- Slimline 3 Dish
- SL3S LNB
- SWM 4 way splitter (I have a standard receiver as well)
- Power Inserter

**Should note that I get 771A error from the receiver**
 
Can't confirm whether that determines the lnb is fried.
I can confirm that is DOES NOT matter whether there is a signal or not, the green light will be solid.
From experience, when I have plugged a PI in to wall plate and it blinks (it usually shocks me as well) then the 21v the PI puts out isn't getting through the cable. Meaning, sometimes a large kink in the wire or a cable splitter. Those are 2 things I've found most common when a PI blinks.

My solution is run my own line straight to the splitter. Solves that problem every time.

But it possible the lnb might be fried.
 
More than likely he may have fried the SPARE LNB he tried.

He just put 21V to a LNB that is set up to recvr 18 tops.
