Simple photo editor for MAC??

Looking for a simple, and free photo editor to make a guide out of screen shots for my wife. Her job now requires her to scan and email certain documents, time off requests, ect. No more than she has to do it, she always forgets the steps involved. I want to take screen shots of each step, and insert conversation bubbles with the current steps text entered into the bubble. Any ideas? Thanks.
 
If you want to use screen shots you can just use the Grab utility that comes with the MAC and then use Gimp to edit the photo's and add the extra pieces that you want.
 
It won't do what you want, in terms of adding bubbles, but I use iPhoto for a lot of quick photo edits, and cleanups. But I also have Fireworks/Photoshop/Lightroom, for heavy lifting.
