What do you mean? They have about the same loss on cable lines since they use the same frequencies, They are both affected by weather since they are both in the Ku band (Small dish, big dishes are C Band) but DBS satellites broadcast with much higher power, so they are less affected.
 
What do you mean by signal loss? The DBS signals are higher in frequency than the FSS Ku frequencys so they should be affected by adverse conditions more, except most DBS birds are 200 watts vs about 100 for FSS Ku. So that s really a loaded question. For regular Ku (Fixed Satellite Service 11.7 to 12.2 GHZ) A 80 to 90 cm dish will perform for the most part very well. The larger dish will hold up better in the rain etc. Best bet if your buying new is get as big a dish as you can afford. If its a freebe you work with what you get.
