Can I get CBC with this Receiver?

You can lock CBC, but not decode 4:2:2 video, unless you go to the trouble of recording the stream and playing it back with a computer, using a codec that decodes 4:2:2 chroma video. Then there is the possibility of encryption of the CBC channels you are talking about. Short answer is "NO", unless you are talking about a 4:2:0 chroma, non encrypted CBC feed.
