My wife is from Taiwan and we live in the Dallas-Fort Worth area. Would like to know the best FTA system to get so that my wife can watch shows from Taiwan?
Do all the FTA receivers decode the new DVB signals?

there are several channels on satellite some from Taiwan some from China , which seems to be a growing field in video & radio. If you scan Mike's site they list channels via languages MPEGlistKuBandUS
several of the sponsors listed above have packages that might prove useful
i think most of the receivers out for fta decode DVB signals. i would suggest to pick one that is a mainstream unit unless you have experence with one. if you haven't had one, blind scan is a usefull tool but not needed since you know the stations / channels you would like to receive.

The above-mentioned channel list is one of the two I recommend people look at.
The other is FTAlist.com
It has satellites listed by language, in addition to other ways.
Both have the same info, so either is fine, but both give you two views.

Trying to use Lyngsat is confusing for beginners - too much technical jargon.
But it's one to come back to later, once you get familiar with things.

Strange problem on BEC 2000
