How is the best way to create a m2v format file?

A M2V file is a demuxed MPEG2 file with only video.

I use Adobe After Effects, but if you Google "create M2V still" you will find many software options.

Is it 576 (and not 480) because the chip is from a country that uses PAL?

720 x 576 supports the international display standard and fills all screen displays. The chipset is developed for Worldwide distribution and the graphics are displayed in various modes based on user selected formats.

For some bizzarre reason, the US seems to always take a different path on almost every international standard. We often forget that PAL and 50hz are the major world format types.
